We have either installed on top of old mulch, removed Pine straw, or installed new mulch in general. Mulch should be installed at two inches due to one inch usually does not last very long and will blow or wash away quicker. You need to be careful where the mulch comes from due to different chances of mold or mildew depending on where it comes from. Some lawn care people will get that mulch from the landfills which is mixtures of good and bad types of wood and causes more fungus, mildew, or mushrooms. You are unable to remove fungus from beds until you fully remove the mulch all the way out and then install good mulch from a good supplier. If some beds are not properly draining, then you should have your drainage looked at before installing more mulch. Mulch needs to dry out some instead of staying fully soaked. When having companies quote for mulch and you get a company that quotes a very low ball number than, one they are probably not getting you good mulch which could cost you more in the long run for repairs or they are not installing the proper amount. You do not need to put felt down before installation but would recommend spraying weed spray before it and upkeep spraying it once a month to reduce weeds down. If the mulch is not installed thick enough the weeds will grow right through quickly. You want to make sure the area has good drainage or doesn't have a lot of water piling up from irrigation. Too much water in your beds no matter how much mulch or little mulch you install can get ruined by too much water build up. You do not want to put mulch right up on the plants also due to it will not allow the roots to breath. Some believe you must put the felt down, but over time if you do a lot of planting then it will not help. It will slow the weeds down, but if you do a lot of planting in different areas, you will just be cutting holes in it to make more access for weeds to grow. Mulch comes in colors such as plain, Chocolate, Red, and Black.
